Indicators for monitoring Area H of the Beijing Platform for Action
Four indicators are used for monitoring the implementation of Area H of the Beijing Platform for Action (BPfA), which relates to the strength of the national machineries to promote gender equality and gender mainstreaming:
Important note: due to changes to the questions used to populate the indicators, the data prior to 2021 are not comparable through time. Data for 2021 and 2024 are considered comparable (see 2024 methodological report).
In particular, taking note of the Directives on equal treatment between women and men (2004/113/EC, 2006/54/EC, and 2010/41/EU) and the 2015 OECD recommendation on gender equality in public life, the scope of indicators H1 and H3 were extended in 2021 (compared to the versions adopted by the Council of the European Union) to cover the inputs of independent gender equality bodies as well as governmental gender equality bodies. Labels for each of the indicators and sub-indicators show the maximum score possible and how this has changed through time.
