Description:

The Gender Statistics Database (GSD) of the European Institute for Gender Equality (EIGE) contains data on the numbers of women and men in key decision-making positions across a number of different life domains. Data may cover international, European, national, regional and local levels and currently include 38 European countries. The GSD aims to provide reliable statistics that can be used to monitor the current situation and trends over time.

The domains covered include politics, public administration, judiciary, business and finance, social partners and NGOs, environment, media, science and research, sports, and transport. The decision-making positions covered are specific to each area.

A decision-making position is a position from which it is possible to take or influence a decision:

  • within a domain: at organisational level. This restricts coverage to organisations having a major influence in the domain at the territorial level of interest, which is usually national but can also be international, European, regional or local;
  • within an organisation: at hierarchical level. This restricts coverage to positions within the hierarchy that have a major input to decision-making within the organisation.

WMID Methodological report

The politics domain includes statistics on women and men amongst politicians at the European, national, regional and local levels. Figures include executive bodies (e.g. governments), representative bodies (parliaments and councils) as well as major political parties.  Data on the European Committees cover the president and members of the European Economic and Social Committee and the Committee of the Regions.

Organisations covered:

  • Representative committees at European level that are consulted by the European Council, the Commission and the Parliament on relevant policy issues and thus have a key role in the Union's decision-making process:
    • the European Economic and Social Committee (EESC) represents the various economic and social components of organised civil society. The consultative role of EESC enables its members, and hence the organisations they represent, to participate in the Community decision-making process. Its members are appointed by the Council of the European Union.
    • the Committee of the Regions (CoR) is the political assembly that provides local and regional authorities with a voice at the heart of the European Union. The European Commission, Council and the Parliament have the option to consult the CoR on issues if they see important regional or local implications to a proposal. The CoR can also draw up an opinion on its own initiative, which enables it to put issues on the EU agenda.
  • Positions covered:

    • President of the committee
    • Members of the committee (count includes the president)
