Description:

This indicator provides information on the number of beds missing in women's shelters in the countries included in the WAVE Country Reports (2014-2023). According to the Explanatory Report to the Istanbul Convention, countries should provide a minimum of one family place per every 10,000 inhabitants.

The WAVE Country Report 2014 refers to ‘shelter places’, while the 2015-2023 reports refer to shelter ‘beds’. These terms are used interchangeably by WAVE (i.e., one shelter place is equivalent to one shelter bed in most countries). If a cell is blank, information on the number of beds missing in women’s shelters for that country/year is not available.

The data presents the number of missing beds in shelters that are both exclusive to women (women-only shelters) and shelters that are accessible to women (but also service other groups).

2013

  • Data for Germany (DE) is based on 345 shelters (out of 353).
  • Data for Greece (EL) and Romania (RO) refers to shelter beds, rather than shelter places (in RO, the 590 shelter beds equal around 200 shelter places).
  • Data for Spain (ES) refers to 18 out of 19 regions and doesn’t account for shelter places that may be available in the region of Cantabria.
  • Data for Sweden (SE) is based on the estimated number of shelter beds available at Roks’ shelters in 2012.
  • The figure for Georgia (GE) is estimated based on the median number of shelter places available in 44 countries, where data on the number of shelter places was available.
  • Data for North Macedonia (MK) is based on five women’s shelters that were open prior to 2013. The shelter places available in the four women’s shelters reported for the year is likely smaller.
  • Data for Serbia (RS) refers to 162 shelter places, as it has not been possible to account for all available shelter places in the country.
  • Data for the United Kingdom (UK) includes England, Northern Ireland, Scotland, and Wales.

2014

  • Data for Ireland (IE), Sweden (SE), Poland (PL) and Azerbaijan (AZ) is based on reports for the previous year (i.e., data is for 2013).
  • Data on available women’s shelters and shelter places for France (FR) was not available during data collection as it was being updated at the national level.
  • Data for the United Kingdom (UK) includes England, Northern Ireland, Scotland, and Wales.

2016

  • Data for Austria (AT) is based on information for 26 out of 30 shelters; and Data for Italy (IT) is based on information from 50 out of 258 shelters.
  • Data for Ireland (IE) and Greece (EL) is from the previous year (i.e., data is for 2015); Data for Sweden (SE) is from the WAVE Country Report 2014, (i.e., data is for 2013).
  • Data for the United Kingdom (UK) includes England, Northern Ireland, Scotland, and Wales.

2018

  • Data for Belgium (BE) and Ukraine (UA) covers beds in women-only shelters; Data for Italy (IT) is based on information from 120 women-only shelters; and Data for Poland (PL) only covers shelters run by the Women's Rights Centre.
  • Data for Spain (ES) and Italy (IT) refers to 2017; Data for Sweden (SE) is from the WAVE Country Report 2014, (i.e., data is for 2013); Data for Bosnia and Herzegovina (BA) is based on the 2017 WAVE Country Report (i.e., data is for 2016).
  • Data reported for France (FR) only includes shelters that are part of the FNSF network.
  • Data for the United Kingdom (UK) includes England, Northern Ireland, Scotland, and Wales.

2020

  • Data for Belgium (BE), Cyprus (CY), Latvia (LV), Romania (RO), Albania (AL), Bosnia and Herzegovina (BA), and Ukraine (UA) only includes beds in women-only shelters.
  • Data for Belgium (BE) does not include women-only accommodation units in Flanders.
  • Data for France (FR) only includes shelters that are part of the FNSF network.
  • Data for Azerbaijan (AZ) includes beds in shelters for vulnerable groups such as homeless people which are accessible to women but are not specialised in VAW.
  • Data for Ukraine (UA) comes from the WAVE Country Report 2019.
  • Data for the United Kingdom (UK) includes England, Northern Ireland, Scotland, and Wales.

2022

  • Data for Belgium (BE) does not include beds in living units accessible to women in Flanders.
  • Data for Czech Republic (CZ), Spain (ES), Ireland (IE), Malta (MT), Romania (RO), Slovakia (SK), Bosnia and Herzegovina (BA), Iceland (IS), Switzerland (CH), and Wales (UKW) refers to beds in women-only shelters.
  • Data for Ireland (IE) is based on the third quarter of 2022; Data for Poland (PL) and Albania (AL) is from the WAVE Country Report 2021; Figures for Norway (NO) are based on state data from 2019.
  • Data for Germany (DE) refers to the family places.
  • Data for Albania (AL) refers to the eight women’s shelters that offer long-term accommodation.
  • Data for Azerbaijan (AZ) refers to beds accessible to women in shelters that are not specialised in VAW or women-only centres.
  • Data for the United Kingdom (UK) includes England, Northern Ireland, Scotland, and Wales.
  • Data for Scotland (UKSCT) is based beds for 34 services, totally 419 beds, plus an estimated 4 extra beds in one other service. There is one service with no available of beds.
