Description:

This indicator presents both the number and the percentage of asylum-seeking girls by age group (0-18, 0-9, 10-18) from an FGM-practising country in an EU Member State, who have been found at risk of FGM. In the low scenario (2015 methodology), a girl’s level of risk is linked to whether she is first or second generation [in this case, all asylum-seekers are assumed to be first-generation], and whether she is younger than the median age at which FGM occurs in the country of origin (the ‘risk’ age band). It is assumed that migration and acculturation do not affect FGM prevalence for asylum-seekers in the ‘risk’ age band (i.e. the risk is the same as it would have been in the country of origin).

Although, when estimating risk, it is assumed that all asylum-seekers will be first-generation (i.e. born in an FGM-practising country), it is important to be aware that in rare cases some girls might technically be second-generation, if they are born whilst their mother is in an asylum reception centre. Due to limited data, risk estimates for asylum-seekers are required to treat these girls as first-generation.

According to Eurostat, an asylum seeker is an asylum applicant awaiting a decision on an application for international protection, granting or refusing a refugee status or another form of international protection. ‘Application for international protection’ means an application for international protection, as defined in Article 2(h) of Directive 2011/95/EU. i.e. a request by a third-country national or a stateless person for pro-tection from a Member State, who can be understood to seek refugee status or subsidiary protection status, and who does not explicitly request another kind of protection. A “refugee” is defined in line with the Convention relating to the Status of Refugees done at Geneva on 28 July 1951, as amended by the New York Protocol of 31 January 1967. “Subsidiary protection” is defined in line with Article 2(f) and 2(g) of Directive 2011/95/EU.

The list of FGM-practising countries at the time of the 2018 study was Benin, Burkina Faso, Cameroon, Central African Republic, Chad, Côte d’Ivoire, Djibouti, Egypt, Eritrea, Ethiopia, Gambia, Ghana, Guinea‑Bissau, Guinea-Conakry, Indonesia, Iraq, Kenya, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, Somalia, Sudan, Togo, Uganda, Tanzania, Yemen.
