This indicator aims to assess whether the EU or Member States have implemented any legislative and/or policy frameworks in the area of public procurement related to GRPP.
EIGE identified any laws, policy initiatives, and/or regulatory measures enacted at the EU and national levels in the area of public procurement with relevance to gender equality/gender mainstreaming.
GRPP can be described as a type of socially responsible public procurement (SRPP). While GRPP focuses specifically on promoting gender equality, SRPP focuses more broadly on achieving positive social outcomes through public contracts. To populate this indicator, EIGE only considered laws/policies that explicitly mentioned gender and/or gender equality. Broad measures relating to the promotion of socially responsible public procurement (SRPP) were excluded from consideration.
After identifying laws/policies that are relevant under this indicator, EIGE then assessed whether the law/policy relates to the pre-tendering, tendering, and post-tendering stages of the procurement process.
Country state specific notes:
The findings presented for Member States are based on a combination of desk research, and interviews with public procurement authorities (except in Czech Republic and Luxembourg where no interviews were possible). The data collected for Austria, Lithuania, Portugal and Romania also incorporates information from an interview with a gender equality body.
