This indicator assesses whether relevant guidance materials are made available at the EU and national levels to facilitate and support the implementation of GRPP practices. The focus is on published materials such as handbooks, webpages and other guidance materials, rather than training programmes. For example, relevant guidance materials may help to improve transparency on public procurement processes by explaining the importance of GRPP, outlining existing procurement policies relating to gender equality, or by providing guidance on how to practically design a public procurement process that incorporates gender considerations.
The data collection process aimed to identify guidance materials published by procurement bodies, gender equality bodies, and/or other relevant public authorities with relevance to GRPP at the EU and national levels.
The findings presented for Member States are based on a combination of desk research, and interviews with public procurement authorities (except in Czech Republic and Luxembourg where no interviews were possible). The data collected for Austria, Lithuania, Portugal and Romania also incorporates information from an interview with a gender equality body.
