H1. Status of commitment to the promotion of gender equality

Indicator H1 relates to the first strategic objective of Area H of the BPfA and the strength of the national machineries to promote gender equality. It comprises five sub-indicators:

  • H1a. Highest responsibility for promoting gender equality at the governmental level
  • H1c. Position of the governmental gender equality body within the government structure
  • H1d. Mandate and functions of the governmental gender equality body
  • H1e. Accountability of the government for the promotion of gender equality
  • H1f. Mandate and functions of the independent gender equality body

Note that:

  • Sub-indicator H1b (Existence and permanence of the governmental gender equality body) was included in data for 2005, 2012 and 2018 but was dropped for the 2021 data
  • Sub-indicator H1f dealing with the mandate and functions of independent gender equality bodies was introduced in 2021 and was not covered in previous data collections.

Important note: due to changes/additions/removals in the list of questions used to populate sub-indicators and, therefore, the main indicators, the data are not comparable through time. Further information can be found in this methodological report (link to be added). Labels for each of the indicators and sub-indicators show the maximum score possible and how this has changed through time.

In particular, indicator H1 has a wider coverage in 2021 than in previous years because of the addition of sub-indicator H1f, which reflects the Directives on equal treatment between women and men (2004/113/EC, 2006/54/EC, and 2010/41/EU) and the 2015 OECD recommendation on gender equality in public life and takes into account the inputs of independent gender equality bodies. The sub-aggregate H1gov (code H1_TOT_GOV) covers only the sub-indicators dealing with governmental inputs (H1a to H1e) and offers closer alignment with the officially adopted indicators.
