Description:

Indicator H1 provides information on the level of responsibility placed on promoting gender equality within a government. It is computed using four sub-indicators:

  • A: Highest responsibility for promoting gender equality at governmental level
  • B: Existence and permanence of governmental gender equality body at national/federal level
  • C: Level of location of the governmental gender equality body within the government hierarchy
  • D: Functions of the governmental body
  • E: Accountability and existence of governmental action plan on gender equality.

The final value of Indicator 1 varies between 0 and 10, and is the sum of the values for the five sub-indicators:

  • Sub-indicator A has the value of 2 if responsibility is vested with a cabinet minister; 1 if responsibility is vested with an assistant minister or state secretary; 0 if there is no responsibility for promoting gender equality.
  • Sub-indicator B has the value of 2 if there is a permanent body for promoting gender equality; 1 if there is a temporary body for promoting gender equality; 0 if there is no such governmental body.
  • Sub-indicator C has the value of 2 if there is a dedicated ministry, 1 if it is located at the highest level in a ministry, 0 if it is located at an intermediate level and if it is located outside the ministerial structure.
  • Sub-indicator D has the value of 0.5 for each of: forming policy, law drafting, reviewing legislation, promoting implementation of government decisions, and coordinating and/or developing gender mainstreaming processes and methodologies (with the exception of function 2 and 3 that are combined in one single task, 0.25 each; 0.5 if both, 0 in other cases).
  • Sub-indicator E has the value of 2 if there is both a national action plan on gender equality and a regular system of reporting to legislative bodies; 1 if there is either a national action plan on gender equality or a regular system of reporting to legislative bodies; 0 if there is neither.

The data collection process started in 2005 with the Finnish Presidency (with the exception of staff training); it was repeated in 2013 (with reference period 31 December 2012), and in 2019 (with reference date 31 December 2018). The data collection can be repeated in subsequent years, based on the methodology provided in the EIGE 2019, report, Annex I.

The results for 2005, 2012 and 2018 are comparable to a limited degree over time. This is because the methodology to collect data has changed slightly over time, putting more weight on assessment by independent experts rather than self-assessment by the government where possible. The values should be interpreted with caution, as they present the situation at different points in time, and the specific reasons for changes between these years are not reviewed in detail.

Note: BG, HR and RO were not included in the Finnish Presidency survey and therefore data for 2005 are not available.
