H3. Gender mainstreaming

Strategic objective H2 of the BPfA is focused on the integration of a gender perspective into all areas of policy, legislation, programmes, and projects – i.e. gender mainstreaming. The extent to which countries implement gender mainstreaming within government is measured by indicator H3, which comprises three sub-indicators:

  • H3a: Status of government commitment to gender mainstreaming
  • H3b: Gender mainstreaming structures and consultation processes (governmental)
  • H3c: Commitment to and use of methods and tools for gender mainstreaming

Note that:

  • Following review of the conceptual and measurement frameworks for monitoring of institutional mechanisms in 2021, a further sub-indicator (H3d: Consultation of independent bodies) was added to assess the involvement of independent gender equality bodies in the mainstreaming of gender issues across all areas of policy (see 2021 methodological report). The data presented in the BPfA entry point of EIGE's database attempt to adhere to the official definitions wherever possible so this sub-indicator is not included here, but the data can be found under the dedicated entry point on institutional mechanisms

Important note: due to changes to the questions used to populate the indicators, the data prior to 2021 are not comparable through time. Data for 2021 and 2024 are considered comparable (see 2024 methodological report).

Labels for each of the indicators and sub-indicators show the maximum score possible and how this has changed through time.
