H1. Status of governmental responsibility in promoting gender equality

Indicator H1 relates to the first strategic objective of Area H of the BPfA and the strength of the national machineries to promote gender equality. It comprises five sub-indicators:

  • H1a. Highest responsibility for promoting gender equality at the governmental level
  • H1b. Highest responsibility for promoting gender equality at the governmental level (only until 2018)
  • H1c. Position of the governmental gender equality body within the government structure
  • H1d. Mandate and functions of the governmental gender equality body
  • H1e. Accountability of the government for the promotion of gender equality

Note that:

  • Sub-indicator H1b (Existence and permanence of the governmental gender equality body) was dropped in 2021 following review of the conceptual and measurement frameworks for monitoring of institutional mechanisms (see the methodological report for EIGE's 2021 data collection on institutional mechanisms)
  • This review also addded a new sub-indicator H1f dealing with the mandate and functions of independent gender equality bodies. The data presented in the BPfA entry point of EIGE's database attempt to adhere to the official definitions wherever possible so this sub-indicator is not included here, but the data can be found under the dedicated entry point on institutional mechanisms

Important note: due to changes to the questions used to populate the indicators, the data prior to 2021 are not comparable through time. Data for 2021 and 2024 are considered comparable (see 2024 methodological report).

Labels for each of the indicators and sub-indicators show the maximum score possible and how this has changed through time.
