Description:
  • Organisations covered:
    • Lowest level of administrative subdivision where representatives are elected — generally municipalities. In most countries all municipalities or their equivalents are covered. The exception is in countries where there are two systems depending on the size of the municipality (Turkey, Cyprus, Portugal), in which case only the larger system is covered.
  • Positions covered:
    • Members of the municipal council or its equivalent.  Note that the names of the positions covered vary between countries.
  • Notes: data for 1999: LT and DK 1997, FI 1996, the NL and PT 1998, HU CZ, SI, EL and FR 2001; data for 2003: FI 2000, CY, PT and FR 2001, HU, EL and SI 2002, SE, DE, NL, CZ and LT 2005; data for 2006: FI 2004, LT, RO and FR 2007; data for 2008: EE 2006, IE, CY, LT and SI 2007
